The Development of the International Climate Empowerment Action and China's Governance

Abstract

Climate change has been an inevitable modernization crisis for all countries. The international community has formulated a series of plans for climate governance. Among them, the climate empowerment action has been paid more and more attention after the adoption of the Paris Agreement. The climate negotiations which include the protection and promotion of climate education, training, public awareness, public accessing to information, public participation and the international cooperation have been expanded continuously. The unique theory and practice in climate empowerment action have been gradually improved so that the distribution of legal power and the reconciliation of legal rights tend to be moderate development. At present, it plays an important role in changing citizens' climate awareness, advancing the transformation of international climate governance and enhancing the re-balancing of cooperation. China should actively respond to the international climate empowerment action by integrating new concept into existing climate change programs and strategies which can be connected with citizen participation system and the international cooperation, so as to achieve the goal of "well governance".
