Abstract

The research objective of this paper is to construct the project decision framework of agriculture photovoltaic hybrid project (APHP) from the sustainability perspective to ensure the selected APHP project can effectively alleviate energy and environmental crisis and solve regional poverty. This study proposed a decision index system of APHP from the sustainability perspective, its novelty is that the proposed decision index system can avoid the problems of "photovoltaic power before agriculture, or focusing only on photovoltaic power while completing ignoring agriculture" by changing the decision goal of APHP project from pursuing profit maximization to enhancing enterprise social value. The novelty of proposed group decision model is that the model not only balance the user-friendliness and the ability of dealing with uncertainty by using the interval-valued intuitionistic fuzzy number (IVIFN), but also avoid the problem of the minority decision-makers being deprived of decision-making power by the expert weight setting method based on the hesitation degree of IVIFN. Then, the proposed project group decision framework of APHP was used in a case to show its applicability. The sensitivity analysis is performed to verify the robustness of the proposed group decision framework, meanwhile, the comparative analysis is performed to verify its advantages.
