Evaluation of the strategic planning process for a sample of local councils in the districts of Anbar province

Abstract

The research aims at diagnosing the practices reality of the strategic planning process in the
local administrations in Anbar province, as well as measuring and defining the practical and
theoretical gap regarding the level of performance of the local governments in Anbar province for
the strategic planning process, the research was carried out in a number of local councils for a
number of districts in Anbar province, namely the local council of Ramadi, the local council of Hit,
the local council of Anah and the local council of Al-Khalidiya from the total (10) districts in Anbar
province and what constitutes (40%) of the total research community. The examination list was
based on the collection of information from the members of the local councils as research sample.
The statistical program (SPSS) was used to analyze the data that was obtained from the research
sample.
The research found that the strategic planning process in the local councils of Ramadi, Hit,
Anah and Al-Khalidiya districts was focused on it in the desired manner, despite the average interest
in some districts, but overall the interest was good. as well as inadequacy interest overall in all
councils in strategic formulation despite important of this stage, although this stage is important and
as one of the basic stages in the strategic planning process, and this is perhaps one of the main
reasons for the weakness of the strategic planning process in these districts. The strategic vision in all
the local councils of the districts in this research did not take the enough attention and this is a weak
point in the work of these districts.
