Improving the Quality of Sea Transportation Licensing Services through Digital Technology-based Licensing Services

Abstract

This article discusses the idea of a change project to improve the quality of marine
transportation licensing services in order to increase the competitiveness of the transportation
industry based on digital technology. This marine transportation licensing requires an
integrated and integrated regulation and policy so that sea transportation licensing services
are of higher quality, are collaborating in one system, and are sustainable. The benefits of this
change project are simplifying the bureaucracy with a minimum of structure and maximum
function, as well as increasing effectiveness and efficiency, improving the quality of public
services, increasing awareness and professionalism of the apparatus, and increasing close
coordination and cooperation between Ministries and stakeholders. External benefits are
reducing costs, time, and resources, as well as increased ease of doing business, increasing
awareness of maritime citizens about safety, increasing accessibility, and making it easier for
service users to obtain licensing services, increasing the certainty of licensing costs, and
increasing competitiveness and regional economy. The approaching model used is through
the creation of the One-Stop Mobile Maritime Services application and the construction of a
collaborated Big Data Base to support the realization of a fast, cheap, transparent, and
accountable quality of marine transportation licensing services. This approach model needs to
be followed up through a series of medium and long-term programs in collaboration with
stakeholders.
