Practical Experience and Satisfaction Evaluation of Poverty Alleviation by Relocation in Tibet in the Context of Targeted Poverty Alleviation Strategy

Abstract

The fight against poverty has been an important part of governance at all times and in all countries. As an active advocate and powerful promoter of the cause, China has contributed its solutions and wisdom on the road to poverty alleviation. In the twenty-first century, on the march towards a moderately prosperous society, the Chinese Government has implemented the policy of relocating people from one area to another to solve the problem of poverty caused by geographical limitations. The policy is yet another great and profound historical change that has taken place in China’s countryside following the land reform and the family contract responsibility system. Tibet constitutes the largest ethnic area in the country that is included in the contiguous area of extreme poverty, and the implementation of the above-mentioned relocation policy has both regional and ethnic characteristics and its particularities. Based on the analysis of the policy, this paper summarizes the progress of the practice of relocating the poor in Tibet, and then, with the research data of 1,739 relocated farm households in the resettlement sites, uses the ordered Logit model to study the satisfaction rate among the poor about the policy and the influencing factors, and analyzes the marginal effects of each factor. Finally, it summarizes the main practices and experiences of relocation for poverty alleviation, puts forward suggestions for promoting the policy, and projects the effective integration of relocation for poverty alleviation with rural revitalization strategies
