Research on the Relationship between the Policy of Enlarging Authority of Counties and the Public Private Partnerships

Abstract

The policy of Enlarging Authority of Counties and the public private partnerships explain the pillar and basic role of finance in national governance. Based on the counties’ panel data of PPP projects in China, this research adopts multiple linear regression method to analyze the impact of Enlarging Authority of Counties policies on the provision of public services by the county government. The enthusiasm of the county government is an important guarantee for the equalization of public services and a strong backing for the healthy and sustainable development of the PPP model. The combination of rural revitalization and the digital economy promotes local government innovation in public services. The combination of digital economy, new infrastructure and PPP model puts forward new requirements for local government governance capabilities, digital thinking and application capabilities for corporate investors and college talent training. The policy Enlarging Authority of Counties has brought new enlightenment to China’s comprehensive promotion of rural revitalization strategies and equalization of public services. The rural revitalization strategy attaches importance to the empowerment of towns, and stimulates the responsibility of township governments and their staff in providing public services. Higher education should cultivates students and professionals with digital economy, digital thinking and application capabilities for local government governance.
