Abstract

COVID 19 Pandemic has impacted the whole world in a manner that no one ever visualized. A
foolproof treatment protocol has eluded the medical fraternity and social distancing coupled with
track and trace regimes seem to be the only solution to fight the Pandemic. Mobile based software
technologies to implement tracking have been used by almost all countries with limited success due
to voluntary use by individuals and data privacy regimes in vogue. These applications cannot lead to
monitoring of contacts as the address information of users is not available or shared on a voluntary
basis. Closed environments like the Defense Forces offer an opportunity to implement alternate
solutions utilizing the address information & duty rosters of its personnel to come up with an end to
end solution to include identification, tracking and monitoring of suspected contacts till resolution.
Besides creating a usable application to protect this high value human capital in the immediate
context, an implementable framework has been created which can be effectively used as and when
the governments come up with requisite legislations to allow use of address information of
individuals in a secure manner.
