Factors That Influence the Implementation of the Transparency Principle Regarding Government Land Procurement

Abstract

Each development plan from a government agency that requires land must be adjusted to the relevant Regional Spatial Plan. This study aims to analyze the factors that influence the application of the principle of transparency relating to land acquisition. This research uses a mix of methods and the type of this research is normative-sociological. The population in this study is the entire community of Gorontalo Province with a total sample of 90 people. The results showed that the implementation of the principle of transparency as an integral part of the principles of good governance in the land acquisition program for the implementation of development in the public interest in Gorontalo Province, could not be realized because the land acquisition program did not include the people through its representatives in the Regional People's Representative Assembly (DPRD) Gorontalo Province. Legal substance factors effectively influence and influence government policies (central and regional). Legal structure factor is not effective influential, Effective legal culture factor influences. The effective compensation factor has an effect, and the ineffective ownership factor has an effect.
