Community Social Behavior-Based Land Registry Strategy in Baubau City, Southeast Sulawesi Province

Abstract

This research aims to analyze community socia behavior both living in the palace and outside the palace in term of effectiveness of land registry in Baubau city. It analyzes the effectiveness of land registry implementation in Baubau City. It is to determine the effects of community social behavior in term of effectiveness of land registry in Baubau city and to analyze land registry strategy in Baubau City, Southeast Sulawesi. The research approach used qualitative one by phenomenology and case study methods which were focused on community social behavior, both living in buton palace castile and outise the buton palace castile, land registry effectiveness including quality, quantity and punctuality as well as land resgistry strategy. Results of the research show that community social behavior, particularly origin community of Buton still living their ancestral land or customary land is obtained effects of custom land acquisition and sultanate cultural characteristics; implementation of land registry is yet fully effective so it is necessary for land registry strategy. It is also necessary for involvement of custom institution (Parabella)by providing trust at solving any problems of customary land acquisition and builbing land spot base data from sub-districts and Land Agency office.
